The RCEP agreement contains 20 chapters, four market access commitments and 14,000 pages of text. Whether this heavy agreement can really play a role in stimulating market vitality and the internal driving force of development, the key also depends on the understanding and application of the agreement by the majority of enterprises.
Zhao Chunfeng said that the "Guiding Opinions on the High-quality Implementation of RCEP" jointly issued by the Ministry of Commerce and other six departments in 2022 provides comprehensive guidance for all localities, industries and enterprises to grasp the opportunities of RCEP and share the policy dividends.

Hebei has carefully built a public service platform for RCEP, and promoted free trade agreement policies through the "RCEP Window" wechat public account, introduced RCEP knowledge, and released RCEP information, making preferential trade agreement policies readily available. Ren Huijun, deputy director of the Hebei Department of Commerce, said that the Hebei Provincial Party Committee and the provincial government seized the opportunity of RECP and launched 20 specific service measures to help Hebei enterprises expand and deepen trade and investment cooperation among RCEP member states in an all-round way.
Zhao Chunfeng said that by strengthening policy alignment and promoting the high-quality implementation of RCEP, in the first half of this year, Chinese enterprises enjoyed 1.07 billion yuan of import value concessions under RCEP and 1.91 billion yuan of tariff concessions from other members, effectively helping enterprises reduce trade costs.
Tang Yongrong said that in the early days when RCEP came into effect, the company participated in the training organized by Nantong Bureau of Commerce to learn how to apply for the certificate of origin, and compared the cost and timeliness of applying for the certificate of origin in China and Cambodia, and felt that the operation of applying for the certificate of origin in China is convenient, fast and zero costs, which enhanced the confidence of enterprises to make good use of the RCEP policy. "In the early days of Japan's tax reduction on our country, we selectively selected some customers to try, and completed 183 RCEP origin visas in January-March 2022, with an export amount of $5.46 million." During this period, the import tax on Japanese textiles was reduced from 9.1 percent to 8.5 percent, saving customers $32,700 in tariffs. Since then, we have continued to accumulate experience in visa of origin and have initially tasted the dividends brought by the RCEP policy.
