At present, China has entered a stage of high-quality development, and promoting the transformation and upgrading of industrial structure is an inevitable requirement to achieve effective improvement of economic quality and reasonable growth of quantity. The first meeting of the 20th Financial and Economic Commission of the CPC Central Committee held not long ago pointed out that accelerating the construction of a modern industrial system supported by the real economy is related to our strategic initiative in future development and international competition. This requires us to deeply grasp the important connotation of building a modern industrial system, rationalize the relationship between traditional industries and modern emerging industries, seize the important strategic opportunity period of industrial restructuring, promote the transformation and upgrading of traditional industries with technological innovation, effectively promote the integrated development of different industries, and lay a solid foundation for high-quality economic development.
With China's economy entering a stage of high-quality development, China's middle class gradually rising, the demand side has also undergone profound changes, the transformation and upgrading of the consumption structure, the diversification and specialization of consumer demand gradually emerged, and due to factors such as inertia and path dependence, traditional industries have a certain disconnect problem. Domestic production link consumption appeared a number of "blocking point" problems. Therefore, it is imperative to promote the efficiency upgrade of traditional industries with technological innovation, build new competitive advantages of traditional industries, and then match the ability of domestic demand changes.
On the one hand, it is necessary to upgrade and transform traditional industries through technological innovation, reduce the cost of traditional industries, improve efficiency, and enhance the ability of traditional industries to supply new consumer products and services. On the other hand, it is necessary to resolutely implement the supply-side structural reform, accelerate the integration and development of the production side and the consumption side at a new height, bridge the imbalance of supply and demand structure through the innovation and upgrading of traditional industries, and then make up for the high cost of technological innovation and industrial upgrading with the strong demand of emerging markets, and form the internal power to further accelerate the upgrading of industrial structure.
To maintain the gradient order in the process of industrial upgrading is a practical way to build a modern industrial system. The present situation of our country's economic development is that the labor-intensive, capital intensive, technology intensive and knowledge intensive industries coexist. Facing the new stage, it is not only necessary to carry out the transformation of the two development forces from international to domestic and traditional to emerging, but also involves the integration and development between domestic and foreign, traditional and emerging to form new competitive advantages. Therefore, we should follow the realistic constraints of China's industrial development, from the strategy according to the importance and difficulty of industrial upgrading to China's economic development, focus on the problem, to avoid the mismatch of resources and existing advantages.
Realizing the development path of the integration and mutual promotion of the three industries is the core of building a modern industrial system. From the perspective of the driving effect of the three industries on the economy at present, we cannot unilaterally emphasize the development of any one industry. The decline of the proportion of the primary industry can effectively improve the utilization efficiency of capital and labor force, and promote the overall national income. The rising proportion of the secondary industry is conducive to the expansion of China's economic scale and improve the efficiency of the real economy, but the increase of the organic composition of capital makes the growth of capital gains faster, which is not conducive to the narrowing of the income gap between labor and capital. The increase in the proportion of the tertiary industry is conducive to the increase of employment and the expansion of the income distribution gap, but it will limit the scale of growth. Of course, since the efficiency of the tertiary industry is generally lower than that of the secondary industry, the over-advanced development of the tertiary industry is easy to lead to the "Baumol disease" of the economic structure, increase the risk of the overall economic transformation, and inhibit the long-term internal power of promoting the growth of domestic demand with the development of the real economy, the risk of the real economy from real to virtual is still an important constraint point for the smooth transformation of China's economy.
To promote the transformation and upgrading of traditional industries and realize the integrated development of the three industries, we can start from several aspects. First, the digital economy and other new economies give traditional industries new momentum, focusing on improving the traditional industries' ability to cope with the high-quality, diversified and personalized aspects of emerging consumption, and realize the technological transition of traditional industries; Second, to further promote the development of modern industry, implement industrial support policies that better combine effective market and promising government, fully mobilize the enthusiasm of the real sector for innovation, and realize technological progress through research and development and innovation; Third, focus on efficiency demonstration in industrial optimization and upgrading. Give priority to encouraging the most efficient enterprises to break through the high-end, through the demonstration effect of concentrated resources to drive the overall transformation and upgrading of the industry, to achieve stable economic development in the transformation process; Fourth, based on the industrial structure and economic characteristics of the three industries, we will learn from each other and explore new business forms and models to achieve complementarity and win-win results among the three industries. It is also necessary to deepen and improve the education public service system, adjust and optimize the education structure, and rationally allocate the human resources elements of the three industries, so that high-quality talents become an important guarantee for the integrated development of the three industries.
